Tariffs for monopolies in the Russian Federation will be frozen in 2014. “The freezing of tariffs of natural monopolies in 2014 will be carried out for gas and electricity networks for all consumers and for freight rail transportation,” said the head of the Ministry of Economic Development, Alexey Ulyukaev, following a meeting with the President of the Russian Federation. He added that with regard to gas and electricity networks, we are talking about both industrial consumers and the population. As for the railway, the issue of passenger transportation should be discussed separately. The minister noted that, despite the tariff freeze, the investment programs of infrastructure monopolies will not be automatically reduced and explained that the decision to freeze the tariffs of natural monopolies should somewhat level out the situation that has developed in recent years, when the annual increase in their tariffs reduced the competitiveness of Russian production.
