Federal Law “On Amendments to the Federal Law “On Heat Supply”
3 December 2014
Russian President Vladimir Putin signed the Federal Law “On Amendments to the Federal Law “On Heat Supply,” the Kremlin press service reports.
The federal law was adopted by the State Duma on November 18 and approved by the Federation Council on November 26, 2014.
The signed document provides for the phased abolition of state regulation of tariffs for the supply of thermal energy and coolant in the form of steam, as well as for the supply of thermal energy and coolant in the form of hot water to consumers connected directly to the collectors of thermal energy sources.
In particular, until December 31, 2017, a regime is being introduced in which heat supply organizations are given the right to provide thermal energy consumers with discounts in relation to the established tariff.
From January 1, 2018, regulation of these tariffs is completely abolished, with the exception of tariffs for consumers purchasing thermal energy produced at a source with an installed capacity of up to 10 Gcal/h, or consuming less than 50 thousand Gcal per year. For such consumers, the date of complete abolition of tariff regulation will be determined by decision of the Government of the Russian Federation.
