The Agency of the Republic of Kazakhstan for the Regulation of Natural Monopolies, with reference to the chairman of the agency, Murat Ospanov, proposed to allocate about 130 billion tenge for the modernization of heating networks.
Four options for a comprehensive plan for the modernization of heating networks for 2014-2020 have been proposed. The most acceptable option was identified as providing for the allocation of funds from the republican budget within the framework of the Housing and Communal Services Modernization Program and amounting to 120 billion tenge (for specific 17 basic heating networks), as well as from the local budget – at least 10 percent of the amount allocated from the republican budget, or 12 billion tenge.
